Web-based Solutions
BALVI GmbH develops web-based portal solutions. Since 2010, all these systems have been based on the BALVI web platform. Below you will find a brief overview of the solutions we have developed thus far.
In 2011
Client: Thuringia State Office for Food Safety and Consumer Protection (TLLV)
Project: The Central Livestock Keepers Register
Description: The Central Livestock Keepers Register contains all operating sites and operators (business owners) which, according to the Thuringia Animal Disease Law, the Livestock Transport Order, the Fish Disease Prevention Ordinance and the Bee Disease Ordinance, are subject to reporting. The unification and standardisation of master data on various procedures forms the basis for an efficient and reliable exchange of specialist data.
When operating data is added or amended within an institution, this is conveyed to the central livestock owner register and passed on from there to the other institutions. If the specialist applications are properly linked up, this adjustment happens automatically, without the administrator needing to take any further action.
The software systems of the veterinary authorities (BALVI iP), the TSK and the central reporting system HiTier are currently connected to the central livestock owner register. In 2012, the responsible laboratory system will also be connected to it.
The following goals were achieved with the introduction of the central livestock owner register:
- Cross-media transmission (prevention of redundant entries)
- Quick transfer of information about new registrations, alterations and cancellations of connected systems
- Enhanced quality of data / minimisation of erroneous data among the operating sites' master data.
- Use of identical master data
- Reduction of administrative work involved (reduction of personnel and material costs)

Client: The Federal Office of Consumer Protection and Food Safety (BVL)
Project: Database with lists of companies authorised to trade in foodstuffs of animal origin (BLtU)
Description: BAVLI GmbH has, on behalf of the Federal Office of Consumer Protection and Food Safety (BVL), set up a new online portal to list the companies which are authorised, according to EC Directive No. 853/2004, to process foods of animal origin and bring these onto the market. Furthermore, an independent portal was set up to enable the BVL to process this data. Once this data has been recorded by the BVL using this processing portal, the data is then transferred to the publication portal. A transfer interface was set up for this purpose, meaning the recorded data can be made available on the publication portal without great delay. The new BltU portal will replace the previous BTL database.
The display and search functions were considerably improved for the user with the introduction of the new online portal in August 2011. Among other things, the new portal also includes a quick and extended search function. In addition, there is a general list with all establishments as well as other lists on various categories of establishments. There are also additional filter functions for all lists. The selected data can also be easily downloaded via an export function.
In 2010
Client: The Ministry of Environment, Energy, Agriculture and Consumer Protection of the State of Hesse (HMUELV)
Project: Mobile Computing / BALVI mobil Server
Description: Data and documents can be exchanged between the specialist application BALVI iP and mobile terminals via the BALVI mobil server. This data exchange is two-directional, i.e. data can be downloaded from BALVI iP and also be transferred from the mobile terminal connected to BALVI iP and to the Laboratory Information Management System (e.g. a completed sampling form).
The BALVI mobil server has the following special features:
- Provision of data from BALVI iP for the mobile terminal (e.g. catalogue data, user data, operating data and sampling plans)
- Transfer of the data gathered on mobile terminals (e.g. food samples and inspections) from the BALVI mobil Client
- Provides a standardised, asynchronous interface for communicating between mobile terminals and the BALVI iP database
- BALVI iP is operated in the safe HMUELV network and can be accessed via the DMZ (Demilitarized Zone) by means of a special data transfer software

Client: Federal Office of Consumer Protection and Food Safety (BVL)
Project: Portal Data Transfer (PDÜ)
Description: This data reporting portal serves to capture and transfer food monitoring from the German federal states to the Federal Office of Consumer Protection and Food Safety (BVL) according to the General Administrative Guidelines for Data Transfers (AVV DÜb).
The data transfer portal is characterised by the following special features:
- Data formats and plausibility tests that can be flexibly defined by the operator
- A differentiated concept for assigning roles and rights
- Special data transfer options so that data suppliers can make specific data accessible to other institutions
